[Numpy-discussion] Gsoc aspirant for 2019

Respected mentor,
I am a 2nd year student from Jadavpur University, India. I have been using
numpy for quite some time now.I want to contribute to the same.Can you
guide me how to move forward with it. I am quite adept to programming in
Python as well as C and C++. Some guidance will be very helpful.
