We will do that when Python 3.9 gets closer to release. We will probably
start CI testing when betas begin and support 3.9 in NumPy 1.20.x series.
Nightly builds, we will see. The manylinux* docker images and OpenBLAS
libraries will need to be updated and we will probably want to wait for the
official Python 3.9 release to do that.
