[Numpy-discussion] Acceptance of NEP 36 - fair play

Stefan has submitted a PR [0] to accept "NEP 36 -fair play" as accepted.

It was discussed recently on the mailing list [1] and in the original PR 
[2] . If there is no opposition in a week (27 June) the PR will be merged.
