[Pandas-dev] Update for pypi 0.13.0 tarball

As reported and answered on ml, this has already been fixed master last
week. Since the fix affects setup.py only, i've updated the tarball on
GH releases.

Wes, if you could clobber the tarball on pypi with
https://github.com/pydata/pandas/releases/download/v0.13.0/pandas-0.13.0.tar.gz

We can spare users the trouble of looking up the issue.
