Uninstaller for bdist_wininst. Has been described detailed in
http://mail.python.org/pipermail/distutils-sig/2001-February/001991.html.

This version differs from the posted beta-version in better error
checking.

The patch is not complete: distutils/command/bdist_wininst.py has to be
regenerated after the C-code has been compiled.

I'm requesting permission to check this in.
