Summary: Support for next Cygwin gcc (2.95.2-8)

Initial Comment:
This (minor) patch prepares the Python source to cope
with the next Cygwin gcc release (2.95.2-8) and later.

Unfortunately, Cygwin gcc is becoming a "Unix bigot"
meaning that it will no longer #def WINNT, _WIN32, etc.
and look in the standard place for Windows header
files.

Cygwin packagers will also have to configure using the
following:

    CC='gcc -mwin32' configure ...

I will submit a patch to automate adding "-mwin32"
after Cygwin gcc 2.95.2-8 is released.
