Initial Comment:
It appears that the implementation of
UpdatePairedHandlers is completely non-sensical. To
see whether to use the start handler, it tests
whether the endHandler is None ??? and to see whether
to use the endHandler, it tests the EndElement
handler...
Unless I'm mistaken, this needs to be fixed ASAP.
