Summary: Cygwin _cursesmodule patch

Initial Comment:
The attached patch re-enables the clean building of _cursesmodule
under Cygwin. However, upon running the the regression test, I get
the following:

test test_curses skipped -- Use of the `curses' resource not enabled

so I don't know whether or not _cursesmodule functions properly under
Cygwin. Nevertheless, this patch should not affect any other platform
and can only improve the situation under Cygwin.

Please do *not* apply this patch -- at least for the moment.
When I submitted this patch, I had some reservations. But due
to the impending release of beta 2, I decided to submit it anyway.

Please put this patch in the pending state. After Cygwin ncurses
is updated, I will try building without this patch. If all goes well, then
