Summary: Time module doc string changes.

Initial Comment:
Made the doc-strings for time.localtime() and
time.gmtime() list the elements of the tuple they
return.  This is what the os.stat() doc-string does,
and it's supremely useful when combined with "pydoc". 
Also added a newline after the first line of a couple
of doc-strings, so that they all have the same format
(summary line, blank line, details).
