Summary: PEP 250 Implementation

Initial Comment:
(Second try - on the first one, the patch itself got 
missed, and I couldn't log in, so it went in 
as 'nobody' :-(. Sorry)

Distutils patch required for the implementation of PEP 
250. This should go into Python 2.2. 

There is an associated patch to the wininst Windows 
installer, which Thomas Heller has created. Thomas' 
patch should be applied along with this one.

I've checked in the changes to bdist_wininst. Whoever is 
responsible to close this patch can probably close it.

OK, I've checked in the patch.  Thanks Paul, sorry for the
delay.

Because of the changes to wininst waiting on Thomas Heller,
I'm NOT closing this patch yet.  If this violates policy
(patch applied means close it?), howl at me and I'll close it.

Thomas seems to be unavailable - I've had no response from 
him since before I submitted this patch. Can someone please 
apply this patch.

Once this patch is in, there's a patch required to the 
bdist_wininst installer, which Thomas has promised. But 
until he reappears, this isn't going to happen. But this 
patch does *not* depend on Thomas' - so there is no reason 
to miss the 2.2 deadline because of that.

I'm not checking this in:  I don't understand it, and it's 
been assigned to two distutils folks who declined to check 
it in for unrecorded reasons.  Assigning to Andrew:  please 
check it in or explain why not?
