Summary: PyCode_New NULL parameters cleanup

Initial Comment:
This patch remove the creation of an empty tuple for
freevars or cellvars if they are equal to NULL because
this case is handle earlier (at the same time all the
other parameters are checked) by raising a
PyErr_BadInternalCall.

It's almost a oneliner.
