Summary: tarfile module implementation

Initial Comment:
The tarfile module provides a comprehensive interface
to tar archive files with transparent gzip and bzip2
compression. The attachment includes tarfile.py itself,
the documentation and the tests.

I had to fix a small bug in TarFile.bz2open.

There's no uploaded file!  You have to check the
checkbox labeled "Check to Upload & Attach File"
when you upload a file.

Please try again.

(This is a SourceForge annoyance that we can do
