Summary: Use METH_ constants in Modules

Initial Comment:
This patch addes METH_OLDARGS and METH_VARARGS into
every method table (except for curses, for which a
separate patch is upcoming).

We should probably wait until after 2.2 to make all these
changes.  I expect they're harmless, but it's a lot of code
to change at the last minute.
