Summary: Remove PyThread_*_sema() APIs

Initial Comment:
This patch removes the unused PyThread_*_sema()
routines and the WAIT_SEMA and NOWAIT_SEMA constants.

Patch created against CVS.
Tested on Mandrake 7.1 with glibc 2.1.3.
