Summary: Add degrees() & radians() to math module

Initial Comment:
Add functions to convert degrees and radians to the 
math module.

Closes item #3 on feature request 
www.python.org/sf/426539 .  The other two items have 
already been implemented.  The two related entries in 
PEP 42 can be closed also.
