Summary: Add docstrings to modules

Initial Comment:
Fred, please approve  patch for 2.3 and release22-
maint.  It adds docstrings to StringIO.py, 
tabnanny.py, fileinput.py, and tokenize.py.

There is no magic; I cut and pasted the strings out of 
the current version of the docs (after checking to 
make sure they were the same for both 2.2 and 2.3).  

The only text adjustments made were line formatting, 
removing section references, and filling in the 
occassional "see above".
