Summary: Fix for building RPMs under RH8.0

Initial Comment:
Red Hat 8.0 has removed the build options from the
"rpm" binary and
migrated into the program "rpmbuild".  The included
patch changes
the command from "rpm" to "rpmbuild" if the file
/usr/bin/rpmbuild or /bin/rpmbuild exists.
