Summary: Updated .spec file for 2.2 series.

Initial Comment:
Attached is a new .spec file which sould be pushed into
CVS.

Changes include adding a Makefile.pre.in to the -devel
package, and fixing the historic lack of a "python2.2"
binary when building "python2".
