Summary: doc improvement for cStringIO.h

Initial Comment:
I had some troubles in understanding the doc given in   
Include/cStringIO.h for the C API. So I looked into the source code   
and tried to improve it.   
   
Here's the result ;-)   
  
Made against 2.2.1, but checked it also applies against 2.2.2 
codebase.
