Summary: Make the default encoding provided on Windows

Initial Comment:
On Windows, some default encodings are not
provided by Python (e.g. "cp932" in Japanese
locale), while they are always available as "mbcs"
in each locale.  This patch ensures them usable in
a very efficient way by aliasing them to "mbcs" in
such a case.

Note that IDLE does not start up on Windows unless
the default encoding is provided.  The patch makes
IDLE operable all over the (Windows) world ;-).

I'm rejecting this patch. The factory system default
encoding of Python is ASCII, on all platforms (atleast, it
should be this way; MacOS currently deviates).

I cannot reproduce the IDLE problem; IDLE starts without
that patch just fine.
