Summary: Update README for Redhat 9 Tkinter compile with USC-4

Initial Comment:
This patch updates the README to describe a workaround
to the problem described in SF#719880,
http://mail.python.org/pipermail/python-dev/2003-April/034724.html
and
http://mail.python.org/pipermail/python-dev/2003-June/036277.html.
It was about --enable-unicode=ucs4 and having to remove
the build/ directory.

It also adds to the Redhat-Python-1.5.2 note that this
is only true for old Redhat systems (I think <8, but
I'm not sure so I didn't add the detail).

Thanks, applied as 1.174.

Removing the build directory is not needed if you give
--enable-ucs4 right from the beginning, so I have removed
that sentence.
