Summary: incorrect release year in PEP 251

Initial Comment:
PEP 251 states that Python 2.2a3 was released on
7-Sep-1001, 1000 years after 2.2a2 and 1000 years
before 2.2a3. This seems unlikely; this patch reverses
the time leap and puts Python 2.2a3 back in the 21st
century.

BTW, no Category seem appropiate; is that because it's
in the nondist/ dir?

Thanks, installed. Perhaps the documentation category would
be reasonable; leaving the category as None is also fine -
we rarely get PEP patches.
