Support for RISC OS platform with Python 2.3.

Some IP6 related #ifdefs in socket.c for non IP6 
platforms.


Patches are relative to 2.3b1.

Can you please explain these changes? Did the extension
separator change on RiscOS? If so, what is the last RiscOS
release that still used "." as the separator?
