test___all__ started to fail 2 days ago for base64's
problem.
Attached patch may fix the problem. :)

I don't know why I didn't see the original notice of this
patch submission, but in any event I was convinced that it
wasn't necessary to add the freenet encoder/decoder.  So
technically, I'm rejecting this patch (which also has cruft
in it not related to this specific report).  Instead, I
fixed __all__ in base64.py.
