Initial Comment:
1) allow a subclass of build_ext.py to specify global 
extra_link_args in addition to the per-ext ones.

2) make the toplevel setup.py set this as specified by an 
environment var.

3) Make Makefile.pre.in set this up when building shared 
libs.
