Summary: Add script support to bdist_rpm.py

Initial Comment:
bdist_rpm is missing the configuration values that 
allow a package developer to specify scripts to 
override each phase of the rpm build process. 
 
The defaults are always used, as the command line 
arguments are not supported. 
 
This patch adds support for that.
