Summary: fix for distutils "upload" command

Initial Comment:
This patch fixes distutils/command/upload.py so it can talk  
to an improved PyPI interface. Specifically, it allows upload  
of a file for an un"register"ed release.  
  
Should be applied against CVS HEAD.
