Hello. I found this bug while building trunk with VC6.

In current PC/winsound.c,

 #include <windows.h>
 #include <mmsystem.h>
 #ifdef HAVE_CONIO_H
 #include <conio.h>	/* port functions on Win9x */
 #endif
 #include <Python.h>

but HAVE_CONIO_H is defined in pyconfig.h, so Python.h
should be included before. Otherwise _outp() and _inp()
are always unresolved.

I hope attached patch will fix this problem.
