Summary: Bastion and rexec message out-of-date

Initial Comment:
Bastion and rexec are disabled since version 2.2. They raise a RuntimeError, but the error message is a bit outdated (it says "...in Python 2.2 and 2.3")
Someone asked in c.l.p if those modules were now available again - the error message may have induced that perception, at least partially.

This patch just changes the message to say "...in Python 2.2 and later"

Fixed in trunk rev. 54784. Will backport to 2.5 branch when it is
unfrozen.
