[portland] Open Source Bridge Volunteer Event & Call for Proposals

Hi Kevin,

As Ubuntu's Oregon go to guy I would really like to volunteer this year at
OSBridge. However Friday will likely not work for me since I'm packing to
move into a new apartment. I'm hoping there will still be an opportunity to
volunteer.
