I am about as sure as I can be without asking anyother Director that if 
someone has the time to put together a reasonable-looking budget they 
could get approval from the Board. This could be voted on by email if 
the amount isn't excessive, and so wouldn't be bound to Board meeting 
schedules.

Unfortunately I'm just about to fly to the UK, so someone else will have 
to do the budget (which is only sensible since I won;t be going to 
Guatemala anyway).
