[PyConAPAC] Mailing list guideline

Hello,

The mailing list seems to work.

Before everything starts, we can make basic guideline for the mailing list.

According to our discussion in the panel, we'd like to have a certain level
of moderation.  I guess the 8 panelists listed in
https://pyconapac.hackpad.com/Future-development-of-PyCON-in-Asia-Pacific-ffIUwvNgpx5
have post permission by default?  (Can everyone see this email?)

Another question is: should we make the list open to public?  I don't have
preference on this.
