[Pydotorg-redesign] case-insensitive URLs?

Should we attempt to have case-insensitive URLs? It would be interesting to
see how many of the 404 errors in the logs are due to people mis-typing URLs
and missing the case. For example, trying to use usergroups.html instead of
the correct CamelCase version of the URL.

I don't think this is a big deal, but I wanted to bring the point up in case
we want some URL standards for python.org.
