[Pydotorg-redesign] why the delay with transferring python.org

The problem is that the owner of the domain has to take action to
transfer it and CNRI, as the current owner, appears to be (shall we
say...) busy with other priorities. It's not a purely technical problem.
FWIW, in a recent interview (soon to be published by O'Reilly) Guido
said:

I really think it's best to leave the ex-CNRI Pythonistas to handle
this, since they know the personalities and the issues involved. Looks
like it won't be too much longer.
