From a preliminary read through it looks good - I like the requirement for offline editing. 

One of the big problems we have right now is the complexity of the toolchain and the work required to get new contributors. I'm really hoping the new system solves this problem. The combined capability of through the web edits and offline editing should make that easier. I might have some suggestions for making this (simplicity of administering changes, adding new contributors, and toolchain simplicity for offline editing) more explicit in the rfp.
