[pydotorg-www] Changes in the list of user groups

Hello,

I found this page https://wiki.python.org/moin/LocalUserGroups and to me it
seems rather outdated in the "Czech & Slovak" section -
https://wiki.python.org/moin/LocalUserGroups#Czech_and_Slovak. Could you
please remove the section and create two separate sections like this?


Czech Republic
