Generally agree, but... is there anything sensible to be done about it?
Is it better if we tell them to do something like "Packt Publishing has
an extensive catalog of Python titles, see <link>here</link>"?

Somewhat snarky aside, the Packt books I've looked at - probably a
half-dozen or so (which given the numbers you cite isn't a very
representative sample size) - are pretty "average", descending even to
"poor" - but there's no rule against low quality books either.
