Also, trying to work this around by setting LC_CTYPE doesn't help, 
because it doesn't work:
$ LC_CTYPE=en_US.ASCII python -c 'import sys; print 
sys.getfilesystemencoding()'
US-ASCII
$ LC_CTYPE=en_US.UTF-8 python -c 'import sys; print 
sys.getfilesystemencoding()'
UTF-8

$ LC_CTYPE=en_US.ASCII pypy -c 'import sys; print 
sys.getfilesystemencoding()'
None
$ LC_CTYPE=en_US.UTF-8 pypy -c 'import sys; print 
sys.getfilesystemencoding()'
None

I guess this is where the problem lies.
