[PyPy-issue] [issue520] RPython-level unicode() and decode()

The RPython-level support of unicode() and str.decode() should be killed, and we
should use more systematically the pypy.rlib.runicode module.  The issue right
now is that we can get RPython-level UnicodeDecodeErrors from random places.
