Do the test cases include the work arounds that i've mentioned?

also the issue is platform dependent.
I'm not an expert, but it is actually that UTF-8 is default for *nix systems including 
ubuntu(gnu/linux) and euc-kr/cp949 or the native encoding for Windows.

what is the platform under question?
