I can reproduce this issue on my machine running windows XP SP3. I am running
pypy 1.5.0-alpha0, and my traceback looks exactly like cool-RR's below. Here is
some relevant environment variables:

PATH=C:\windows\sylinqm32;C:\linq\p\pypy\pypy-1.5.0a0-win32;C:\linq\p\pypy\pypy-1.5.0a0-win32\lib-python\2.7;C:\linq\p\pypy\pypy-1.5.0a0-win32\lib_pypy

FYI, this issue is currently standing in my way of using virtualenv. Whenever I
try to create a new virtualenv, it attempts to download a setuptools egg which
then proceeds to fail with a similar error. I will file another issue report and
traceback if necessary.
