Here is an update patch with a test. In principle the code was tested given that
all the existing code went through the new function.

What isn't possible to test is the failure case given there is no built-in codec
that returns anything other than a string. It would be in principle possible to
register a test codec but that seemed a lot of work for a test.  However, if
there's an easy way to do that, then the test is easily done.
