[PyPy-issue] [issue674] sysconfig.get_config_var("CC")

This will be easier to do if, during the build, a Makefile and pyconfig.h are
written with the parameters used during the build process. These files are then
parsed by sysconfig to give these variables. People familiar with the build
process might take a crack at this. Or is there a reason why this does not happen?
