It's only possible for someone inside the PyPy group to do this. I would have
thought something like the following shell commands should do the trick:

  export V=1.8
  t=`mktemp -d`
  cd $t
  wget https://bitbucket.org/pypy/pypy/get/release-${V}.tar.bz2
  bunzip2 -c - release-${V}.tar.bz2 | tar xfp -
  mv pypy-* pypy-${V}
  tar cf pypy-${V}.tar pypy-${V}
  bzip2 pypy-${V}.tar
  <upload to https://bitbucket.org/pypy/pypy/downloads/>

That's all tested (except the last line!). It might be
that you want to call the file created pypy-src-${V} - that's a pretty easy
change.
