[pypy-issue] [issue1133] changeset 79034a42a195 broke os.access

The changeset removed steemingly needless imports of ll_time and ll_os in
traslator/c/extfunc.py. 
It caused "pytest.py rpython/module/test/test_ll_os.py -k test_access to fail.
