[pypy-issue] [issue981] micronumpy 'fromnumeric' patch

This patch (v3) puts a modified version of fromnumeric.py (from numpy/core) into 
lib_pypy/numpypy and adds tests in lib_pypy/numpypy/tests/.

(It is conditional upon the std()/var() patch from issue 981 already having been 
applied).
