[pypy-issue] [issue1361] pypy.rlib.entrypoint doesn't make function exported on Windows

entrypoint() doesn't indeed create any eci with 'export_symbols'.  In cpyext it
is done independently.  Should we make entrypoint() also produce an eci?  And
should we then go and remove it from cpyext, or just declare that it will be
redundant but not harmful?
