[pypy-issue] [issue1383] ''.encode(None) -> TypeError

New submission from Armin Rigo <armin.rigo at gmail.com>:

CPython: ''.encode(None) -> TypeError

PyPy: ''.encode(None) -> ''

I'm putting it as a bug because I'm unsure about which other places accept an
app-level None as the encoding. There are certainly some, because
_get_encoding_and_errors() checks for it.
