Affects 1.9 and 2.0

There is an issue which affects Python2 across the board on windows it would
appear.  I was trying to run some test cases for a package, and multiprocessing
was hanging.  I understand if you guys won't fix this looks like it fix won't be
applied to stock python 2.6 and 2.7 any time soon)


the python 3.2 patch (the second chuck applies to python 2 w.o any issue really.
