Affects 1.9 and 2.0

There is an issue which affects Python2 across the board on windows it would
appear.  I was trying to run some test cases for a package, and multiprocessing
was hanging.  I understand if you guys won't fix this looks like it fix won't be
applied to stock python 2.6 and 2.7 any time soon)
