I installed pypy 4.0.1 from https://launchpad.net/~pypy/+archive/ubuntu/ppa (tested both Ubuntu 14.04 and 15.10) and pypy did not include any `~/.local/lib/*` directory in `sys.path`:

This is not really what I expected, because I'm used to being able to install modules scoped to a user account, without a virtualenv.

Compare with cpython, which includes `$HOME/.local/lib/python2.7/site-packages`.
